to reintroduce and generate support for the affordable care act, a bill he signed six months ago. the law which officially effect tomorrow allows young adults to stay on their parents' insurance up to the age of 26. insurance companies an no long drop people when they get sick unless it's a case of fraud. insurers must cover presenttive services such as mammograms and col colon colonoscopies. insures can no longer deny coverage for children with preexisting conditions. >> all these things are design not to have government more involved in healthcare, theyre designed to make sure that you have basic protection in your interactions with your insurance company, that you're gettg what you pay for. >> one provision in the new law has major insurance companies in california taking drast measures. anthem blue cros and aetna say theyave decided to stop

years. the governor reportedly has not taken a position yet. cheryl? >> all right, jenelle, thanks very much. in n jose two agencies are investigating whether a police officer committed a crime. this is after he confnted a 15-year-old boy who had sex with theofficer's 14-yeaold stepaughter. theresa garcia joins us n from san jose. the motorcycle officer pretente to arrest the boy. >> yes. if pretended is the word. all the parents were clearly upset to find out the two teens had had consensual se but there is disagreement how it was handled. the officer's attory say he never pretended to arrest the boy and certainly that the officer was invited to use scared straight tactics and that there was n objection at the time to the ection or the handcuffing. >> fromwhat i understand, the parents, the family did not consent to th in any way. >> cop watch says the parents of a 15 year sold boy never agreed to have their neighbo a san jose motorcycle officer, use

scare straight tactics on their son. the cop watch organization helps the parents file a misconduct complaint with san jose poli internal affairs claiming the officer abused his authority when he found out the 15-year-old boy had had sex with his 14-year-old stepdaughter. >> think he was an upset father and i can almost understand his reaction. but to use his law enforcement authority was absolutely out of line. >> the parents say that last month the officer pulled up to their house in full uniform after his shift ended, berated and warned the boy to stay awa from his stepdaughr and then handcuffed and toldim he could face sexual assault charges. later the officer unlocked the cuffs telling t boy's parents he just wanted to scare him. the police department says it currently has no polic prohibiting officers from investigating or becoming involve in a case where they know the parties. >> if there's a violation committed, and the officer believes there's a violation committed, we are within our rights. but, of course, in this casi can't comment to specifics, whether he was within his

rights. because it's an open investigation. >> in orr to protect the identity of the minors involved, abc 7 is choosing not to name the officer who is on paid administrative leave at this time. but the santa clara county district attorney's offe has confirmed it's investigatin whether he committed criminal false imprisonment. >> i think at a minimum he should be fired. that's up to the district attory's office. but i think at a minimum, it will set a great example. >> now, the boy's stepfather recorded some of t incident. again, that's not being shown to protecthe identity of the minors there. after the parents complained to the police department, a detective interviewed the boy and then he cited him and the officer's daughter for a misdemeanor of unlawful consenal sex with a minor. live in san jose, theresa garcia, abc 7 news. >> theresa, thanks very much. the richmond dna lab today identified the remains of two of three victims still missing after the deadly san bruno gas

line explosion. two have been mising since the explosion happened september 9th. the family had announced their deaths last week. but today is the firs time the remains have been officially identified. officials say a third member of the family is still officially considered missing. >> some east bay college students experienced extra stress on this first day bk at school after a gas main break. it happened in east bay in hayward when construction crews dug into a gas line. cecilia vega joins us live from the campus with what happened. cecilia? >> not much was affected at all by this gas leak. the rupture happened near these buildings behind me here. authorities just repaired the leak within the las 15 minutes or so so everything is definitely back to normal now. firefighters wer hereon the scene. pg&e crews were also out here working to repair this 2 inch gas line that runs through the southern edge of campus.

this was reported before 8:00 this morning. authorities say it was likely ruptured by construction crewsw working on the new recreation and wellness center that's scheduled to open later this fall. now, he ruptured gas line is located near campus apartments. but there was no evacuation of any kind ordered. the wind blew gas it seems in the opposite direction of the dorm buildin most of the students voluntarily left that building to attend class. >> the lassrooms don't seem to be impacted at all for today being thfirst day of schoo since the gas is taken away with the prevailing winds. it's taken awa from the campus. everhing is basically normal here. >> i understand from campus authorities that theve shut gas to the campus but there have been no evacuations here on campus. >> now, hayward firefighters told us that they did receive reports of a smell of gas reported from surrounding neighborhoods. they went into those neighbhoods. they did a couple of door knocks just to tell people that they had nothing to worry about.

of crse, all of this comes with people around the bay area still on edge over what happened in san bruno. reporting i hayward, cecilia vega. >> thank u. in southern califrnia, eight current and former officls from the city of belle are expected to make their first appearance in cot today to face crruption charges. the former city manager and six current and forme city officials face charges of misappropriating more than $5 million in public funds. at ci hall, residents gathered to celebrate those arrests yesterday. the district attorney claims the officials used taxpayer funds as their own personal piggy banks. the former city manager robert rizzo it being labelled as the ringleader of the scandal. he was paid nearly $800,000 a year. meantime today the city was found to be mismanaged more than $50 million in bond money. >> clorox plans to shift jobs to a new site in pleasanto as many as 700 jobs to move to

on capitol hill testifying about the salmonella contamination from eggs that made soe 1600 people sick. sarah lewis appeared before the house energynd commerce subcommittee. she became sick last may and spent nearly a week in the hospital losing some 30 pounds since then. lewis' family runs a butcher shop in freedom. she's apolicied by the conditions of two iowa farms that produced the eggs seen in the photograph at the hearing. >> when i show pictures to people of our facility, they're amazed how clean it is and how we give tours of the whole place. we're not afraid to show people around. we don't have anything that is appalling as this. >> one owner at the heari now is citg the fifth amendment and declini to testify rig now. the other owner, owner of wright county farms claims he was horrified by the outbreak and apologized but not before he was interrupted by protestors. >> ahead, mike nicco's forecast. >> hopefully won't see

temperatures ins north bay. when the winds calm, mid to upper 40 cloverdale, low to mid-50s the rest of us. take a look at these temperatures. 4 to 8 degrees warmer. tomorrow another 6 to 8 degree jump on friday, another 2 to 4 degree jum saturday. the temperatures peak pretty much satuday, sunday and monday with mid, i'm thinking upper 90s inland with upper 80s to near 90 around the bay. mid-70s at the coast but a few isolated 80s will hit the coast this weekend, also. >> the indian summer. thanks mike. >> the a. c. transit board of directs it going to meet tonight to consider cutting service to save money. the agency is proposg to cut night and weekend bus service to reduce a projecte $56 million deficit. the system would save $13.5 million for those proposed cuts. overnight service would be reduced to just two lines. more than half theeekend service would be cut out. representing drivers points out that a. c. transit has already spent hundreds of thousands of
